Proposal for Establishing a Matthews Fund Committee and Award Process (approved 9/12/10)
Purpose: Established by a bequest from a member of Sandy Spring Monthly Meeting, the purpose of the Matthews Fund is to “assist young Friends of Chesapeake Quarterly Meeting (CQM), of whatever age, to participate in events that will contribute to their development as Quaker leaders.”
Eligibility Requirements: To be eligible to apply for funds, an applicant must be a member or regular attender of one of the Monthly Meetings, Preparatory Meetings, or recognized Worship Groups that constitute Chesapeake Quarterly Meeting. An eligible applicant must meet the definition of a Young Adult Friend, a Young Friend, or a Junior Young Friend used by Baltimore Yearly Meeting (BYM).
Appropriate Uses of Funds: Applicants may request funds to assist them in paying for the cost of participation in a program, activity, or event that “will contribute to their development as a Quaker leader.” Whenever feasible, the monies of the award will be sent to the organization sponsoring the program, activity, or event on behalf of the successful applicant.
Matthews Fund Committee: CQM will appoint a representative committee to establish and implement the application dissemination, review, and award processes. This committee will be responsible for working with the CQM Clerk, the BYM Youth Secretary, the BYM Comptroller, and the successful applicant(s) in the disbursement and documentation of funds. The committee will also work with the award recipient(s) who will undertake follow up activities that will enable the recipient to share what she/he has learned, gained, or benefited from the experience. Recognizing that committee members may have multiple roles in relation to the youth who are the intended beneficiaries, members are expected to avoid actual or perceived conflicts of interest in making decisions on the awarding of funds.
Application Notification, Review, and Award Processes: Notification of the availability of this fund, the application process, and any deadline for receipt of applications will be distributed to all of the constituent Meetings. Applications will be received and reviewed by the Matthews Fund Committee in accord with any deadline. Once all applications meeting the eligibility requirements and any deadline have been reviewed, a determination of award(s) will be made by the committee and communicated to the partners in this process – the recipient, the CQM Clerk, the BYM Youth Secretary, the BYM Comptroller, and the organization sponsoring the event or program. With the committee’s authorization and the Clerk’s approval, the check in the amount of the award will be prepared and sent to the sponsoring organization by BYM.
Reporting Requirements: At appropriate intervals, the committee will report to the CQM Meeting for Business and to BYM on its activities and awards that it makes until the Fund is exhausted and the committee is laid down by CQM.
